Abstract

Literature review and research studies in the field of of e-learning confirm that e-learning has several undeniable benefits that cannot be undermined at university level. Furthermore, people responsible for higher education including academic stuff and administrators have positive attitudes towards this learning approach, and they believe that such learning has the potential to upgrade university education on the one hand, and can solve some problems if applied in accordance with well-designed procedures in the light of quality standards. Accordingly and as a result of the global interest in the Transnational Education and the current advancements in e-learning systems in addition to the successes of many reputable universities in this field, there is a need to develop an Arab Platform of Massive Open Online Courses that enable Arab universities to benefit from e-learning and maximize its potentials in addition to overcoming some obstacles that hinder the application of e.learning, such as the need for experienced technical staff, the need for funds and standards for quality assurance. Thus, the current qualitative forecasting study based on descriptive analytical and Structural approach, aimed at designing a suggested proposal for an Arab Platform of Massive Open Online Courses (MOOCs) that can be used by the students of the Arab universities in light of the quality standards. Such proposal can be adopted and coordinated by all Arab universities under the leadership of one reputable and prestigious academic organization or institution in the Arab World.
