A culture of quality between tradition and modernity

Abstract:
This research aims to highlight the importance of quality culture and its role in upgrading higher education institutions from various academic, administrative and organizational aspects. The study also seeks to shed light on the nature of the relationship between the study variables, which include the concepts of total quality, total quality management and organizational culture, and the impact on educational outcomes by maintaining the system of values and principles that constitute a reference to establish the concept of quality culture, and on the other side the search for flexible means and mechanisms to spread this culture, and the accompanying need for change and development in the mechanisms in accordance with the spirit of the times. This can be achieved through drawing upon Islamic values, which are capable of providing a foundational basis for all processes of improvement and renewal resulting from the application of the concept of quality culture. The study arrived at several conclusions, one of which is that implementing the concept of quality culture—and all the concepts related to it—first requires a reformulation based on clear priorities. This would eliminate confusion and overlap among these concepts on one hand, and on the other, affirm the necessity for us, as an Arab nation, to follow the path of our righteous predecessors. These forebears succeeded in astonishing the world with their scientific achievements and civilizational progress, becoming a beacon that shone from the centers of the Arab and Islamic world—beginning in Andalusia in the West, passing through Al-Zaytuna University in Tunisia, and reaching Cairo, Damascus, and Baghdad in the East. Their contributions illuminated the path for Europe, which at the time was mired in the darkness and backwardness of the pre-industrial age. This underscores the necessity of understanding and applying the concept of quality culture in the Arab world through the dual lens of authenticity and modernity.
